The congressionally mandated Diversity Immigrant Visa Program is administered on an annual basis by the Department of State and conducted under the terms of Section 203(c) of the Immigration and Nationality Act (INA).
 

Section 131 of the Immigration

Act of 1990 (Pub. L. 101-649)

amended INA 203 to provide

for a new class of immigrants

known as "diversity immigrants"

(DV immigrants). Alien

petitioners for the Diversity Visa

Program will no longer be

permitted to submit a petition

by mail. Instead, the

Department will require that all

petitions be submitted to it in

an electronic format, using an

Internet website dedicated

specifically to the submission

and receipt of Diversity Visa.

In the past 5 years more and more Eastern European countries are winning the US green Card Lottery. More and more people from these countries are applying the lottery and are hoping to win a Green Card and live and work legally in the USA.
 
Among the East European nations, Ukrainians, Poland, Albanian, Bulgaria, and Romania have expressed the greatest interest to win a green card and becoming US residents with some 27,000 winners from Ukraine, 24,000 from Poland, 13,000 for Albania, 14,000 from Bulgaria, and 9,000 from Romania,
 
The US Green Card Lottery Program makes available 50,000 permanent resident visas annually, to people from countries with low rates of immigration to the United States.
The visas are scattered among six geographic regions with a greater number of visas going to regions with low rates of immigration.
This gives the East European countries a better chance to win a green card than other countries in the globe.
 
Congress passed the first green-card-lottery law in 1986, establishing the current program in 1990. The lotteries are designed to increase the diversity of new immigration to the United States. Because immigration from some countries had slowed after passage of the 1965 immigration reforms, prospective immigrants from these countries had few relatives in the United States who could petition for them. Lottery supporters argued that these countries needed "new seeds" to allow for new immigration. The first lotteries benefited primarily Irish and other Europeans. The present lottery is much broader more and more people from all over the world would want to win a green card. Immigration from Africa and East Europe for instance, has increased substantially because of the lottery.
 
Under the current lottery law, 50,000 winners will get permanent residence this year. The Consular Center sent approximately 82,000 winners notices. The Center knows that some winners will not apply and that others won't qualify. The winners are divided up among six geographic regions with a maximum of 7 percent available to persons born in any single country.
